Adds a synthetic supervised alert-priority model using security/context features, held-out evaluation, uncertainty sampling for analyst review, an
ml-rankCLI command, tests, and CI execution. Existing deterministic detection release gates remain authoritative; ML only ranks fired alerts. All evaluation data remains synthetic.
