[Enhancement] Ability for multiple Payors to purchase voucher for the same beneficiary

Is your feature request related to a problem? Please describe.

Currently, a registered Payor cannot enter the information of a beneficiary that has been previously registered by a different Payor. While this is not an urgent issue, one can certainly image scenarios where multiple individuals may want to purchase a voucher for a common friend/family member.

Backend / DB needs to allow for this possible scenario.
