ci: run container smoke only for releases

Summary

• keep PR and main-push verification as a fast quality gate with no Docker build, container smoke, or GHCR access
• move the native Delivery Index benchmark, container smoke, and processing benchmark into the tag-only release-smoke gate
• publish each platform image only after its smoke and benchmark pass, then create version and latest manifests only after both architectures succeed
• update CI, release, and development-status documentation to match the split

Verification

• parsed both workflow YAML files successfully
• asserted Quick verify contains only the quality job and no slow container steps
• asserted Release order is benchmark → build → smoke → processing benchmark → platform push
• asserted the manifest job depends on release-smoke
• git diff --check
