Clean up stale registry guidance for v0.3.1

Summary

Small corrective cleanup for the released v0.3.0 surface.

Changes only four documentation/example files:

• lobby/README.md
• examples/example_message_packet.md
• docs/localization/COMMUNICATION_REGISTRY_SOURCE_DRIFT.md
• docs/registry/REGISTRY_SURFACE_AUDIT.md

What changes:

• remove the obsolete operator exception for manual CSV registry edits from live guidance;
• align live examples with Registry Contract v1, where CSV registries and registry/INDEX.md are generated, read-only compatibility views;
• preserve the localization source-drift note as historical provenance while clearly stating the later v1 rule;
• label the pre-v1 registry surface audit as historical, without rewriting its original findings.

What does not change:

• no schemas, validators, runtime paths, statuses, field names, localization protocol, or generated views;
• no archive history is rewritten;
• no unrelated cleanup is included.

Intended release: v0.3.1 patch-level documentation consistency cleanup.
