Visibility release candidate: human authority and public evolution

Purpose

Complete the next public-visibility pass while retaining the current CapstanAI LabNote name and repository slug.

Included

• Clarifies that CapstanAI LabNote is a standalone ledger; it does not require a separate CapstanAI service or engine.
• Makes the human-initiation boundary explicit in the README, AI entrypoints, and continuity explanation: an AI may propose or draft a record, but cannot self-authorise a project write.
• Removes internal marketing/discovery guidance about asking an AI to find or compare candidate tools from the public fit guide.
• Adds English and Simplified-Chinese public-evolution pages that link to verifiable public milestones without backdating, exposing private work, or claiming category priority.
• Maintains English/zh-CN paired documentation surfaces.

Excluded

• No repository rename, migration, runtime/schema changes, automation, service, or product-architecture promise.
• No private project material, claims of uniqueness, or unmeasured performance/token-saving claims.
• No merge is requested yet; this is a review candidate.

Validation expected

Registry validation should cover repository validation, generated views, Markdown links, locale invariants/freshness, bridge configuration, and tag-promotion separation.
