…ing migration The operator migration CLI ignored any token it did not understand and fell through to its no-argument meaning, which is apply-everything, so migrate.js --help applied every pending manual migration to the target database. Unknown flags, bare filenames and an empty --file= now exit 2 with a usage block that spells out the blanket and scoped modes, and --help/-h print it and exit 0 before anything reads the DECODER_DB_* environment. The no-argument and --file behaviours are unchanged. Ports the same fix already shipped for the indexer's copy of this CLI.

Merge order
Merge order: merge after xchain-vm, in any order with xchain-sync, xchain-encoder, xchain-utxo-tracker, xchain-regtest-miner, and before xchain-indexer.
CI note
GitHub CI on this branch clones sibling repos at develop, not at this release branch, unless a workflow call passes siblings-ref for release branches. A cross-repo guard failure here can reflect that develop-only comparison rather than a real disagreement with a sibling still on this release branch; check the venue pre-push gate (which ships each companion at its own release branch) before treating a red guard as a defect.
