feat: add Dokploy investigation Team Library

• add a valid NeatContext Team Library marker and Dokploy investigation domain profile
• add public Dokploy investigation knowledge, including a source-pinned issue #4898 case study
• add a Git-ignored private case workspace and reusable symptom/evidence templates
• add structural, privacy-boundary, and local-link validation with CI
• document the public/private trust boundary and step-by-step NeatContext setup
