Bump both workspace crates and the shimforge-macros dependency to 0.1.3, and update Cargo.lock.
The only change since 0.1.2 is the removal of custom test profile settings and the related README instructions (#32).
Validated locally with cargo fmt, workspace Clippy, and all 80 library unit tests. Full platform CI and the publish dry run are running.
