Food quality as a world feature, then the ADF/ASI/ASG/ASJ routing it unblocks

The named precondition blocking the ADF/ASI/ASG/ASJ quartet (NEXT.md 1¾, deafness audit): the world has no notion of food quality for them to transduce. This is a WorldParams feature first, a routing second.

• World side: a per-patch quality scalar (nutritional value multiplier), a quality field or per-patch lookup the senses can sample; add_food_patch(..., quality=1.0)
• The dish deals mixed-quality lawns (arena policy hook; good lawns vs junk lawns makes the plate ecology strategic)
• Feeding side: quality multiplies what the pharynx credits (ingested worth), not what it captures — an animal can fill its lumen with junk
• Then the routing PR: ADF/ASI/ASG/ASJ transduce quality-at-mouth (ADF is serotonergic — it already sits in the serotonin source list, which gives quality a wireless route for free), same batch shape as the phasmids
• Both runtimes + conformance; arena policy gets ARENA_QUALITY or similar, default off
