Motivation

• Unify and change the repository license metadata from MIT to CC BY-NC-ND 4.0 as the authoritative policy for the project.
• Provide a comprehensive Japanese-language IP valuation and due-diligence report for stakeholders to assess the repository's technical and commercial value.

Description

• Updated the license badge and license text in README.md from MIT to CC BY-NC-ND 4.0.
• Updated the license badge and license text in README_JP.md from MIT to CC BY-NC-ND 4.0.
• Added a new document docs/IP_VALUATION_JP.md containing a detailed Japanese IP valuation report, cost/reproduction estimates, risk factors, and a license-consistency checklist.
• These are documentation-only changes and do not modify application code, tests, or runtime behavior.
