Loosen NumPy minimum version to avoid resolver dead-ends
Changing numpy from >=1.23,<2.0 to >=2.4.6,<3.0 does more than allow NumPy 2.x: it also forces a very high minimum patch version. That can make dependency resolution fail in environments where another package (or platform wheel availability) only permits earlier 2.x releases, even though this repo likely only needs “any compatible 2.x”. If the intent is to permit NumPy 2, keep the lower bound broad (or unchanged) and only move the upper-major constraint.
