Update Playwright driver to 1.64.0

Upgrade the Ruby binding and Playwright driver compatibility from 1.63.0 to 1.64.0, including the API definitions, generated documentation, examples, and CI server version.

Changes

• Add Page/Frame WebMCP support and APIRequestContext cookie management.
• Add Locator.within, Page.get_by_ref, formatted locator descriptions, and normalized locator code caching.
• Support custom video/screencast fps, screencast CSS styles and persistent cursors, shadow DOM content serialization, and credential signCount.
• Update recorder commands, string call IDs and trace-stack matching, tracing disposables, and serialized network error codes for the 1.64 protocol.
• Port upstream regression tests and document the ordered upstream review in development/upgrades/1.64.md.
• Run the recorder regression headless in CI and synchronize clock callbacks, timer registration, persistent cursor movement, and Chromium trace screenshot assertions.
• Register iframe WebMCP tools after navigation in frame-scoping fixtures to avoid an initialization hang also reproduced with the upstream Node client.
• Register worker console, page load, and worker close event listeners before triggering their events to prevent missed-event races.
• Serve a local nested-frame fixture for the Frame documentation example and assert its output, removing the external news site dependency from CI.

Validation

• An existing no-timeout response-wait test timed out once on Chromium/Ruby 3.2 and passed on a job rerun. Related request/response specs passed 20 consecutive Linux runs with DEBUG=1: 280 examples, 0 failures; the test also passed in the full Linux suite.
• Full Linux Chromium suite on Ruby 3.2 with DEBUG=1: 1,195 examples, 0 failures, 23 pending.
• CI passed: all 12 Chromium/WebKit integration jobs across Ruby 2.7 and 3.1–4.0, all 10 documentation example jobs across Ruby 2.4–4.0, unit tests, API generation, generated-artifact checks, and Windows Chrome. All 29 PR checks are successful.
• Full Chromium suite on Ruby 4.0: 1,290 examples, 0 failures, 29 pending.
• Focused WebKit API and regression coverage: 134 examples, 0 failures, 1 pending.
• Affected recorder, clock, and cursor specs on Linux Ruby 3.2: 63 examples, 0 failures on each of Chromium and WebKit; also passed on macOS Chromium/Ruby 4.0.
• Full tracing spec on Linux Ruby 3.2 and macOS Ruby 4.0: 22 examples, 0 failures each.
• WebMCP iframe regressions on Linux Ruby 3.2: 20 consecutive runs, 60 examples, 0 failures. Full WebMCP coverage: 14 examples on Linux and 15 enabled/disabled examples on macOS, all passing.
• Worker specs: 12 examples, 0 failures on macOS Chromium/WebKit and Linux WebKit; worker console regression passed 20 consecutive Linux runs. Related basic-page and Worker-example coverage: 24 examples, 0 failures each on Linux Chromium and macOS WebKit.
• Full documentation example spec on macOS Chromium/Ruby 4.0: 64 examples, 0 failures, 3 pending. The Frame example also passes on Linux with networking disabled.
• Documentation site builds successfully with yarn build.
• New examples against a remote Chromium server: 3 examples, 0 failures.
• Ruby 2.4 grammar checks passed for all changed handwritten library files, example mappings, and example specs.
• API JSON and clean artifact regeneration produced identical checksums, with no new unimplemented examples.
• git diff --check passed.
