ci(bench): move criterion suite to Depot single-tenant runner#84

depot-ubuntu-24.04-4 (4 vCPU / 16 GB, no noisy neighbours) + tmpfs temp DBs (TMPDIR=/dev/shm) make run-to-run numbers comparable; GitHub's shared pool produced ±30-56% per-VM noise and false regressions. Workflow stays manual-only and non-required. Supersedes the stale chore/bench-depot-runner branch (its tip had reverted to shared runners; the manual-only half already shipped as #76). Switches the manual-only bench workflow to
depot-ubuntu-24.04-4(Depot app is installed on the org) with tmpfs temp DBs, so regression numbers are comparable run-to-run. Replaces the stalechore/bench-depot-runnerbranch.Follow-up after merge:
