The pinned revisions were four days stale by the time this branch was last built, so CI would have verified something other than what ships. Move librempeg and libplacebo to today's upstream heads; mpv is already at its latest commit.

Updates the pinned mpv, LibreMPEG, and libplacebo revisions for the refreshed media runtime. The runtime CI builds all desktop targets and verifies the Windows libmpv/AC-4 boundary before merge.
