Adds ESLint 10 support to the shared ESLint configs while preserving the existing import rule namespace. Replaces eslint-plugin-import with eslint-plugin-import-x, widens ESLint peer ranges, bumps the internal ESLint dev dependencies, and refreshes the lockfile. Also removes the stale eslint-plugin-import shim after the migration. Verified with install, lint, build, sort, diff checks, and ESLint 10 smoke tests for base and React/Tailwind configs.
