Bundles the Kotlin/Android production-hardening line (compiler-verified APK path, console/JVM transpile target, EPLRuntime extraction) with the reliability & transpiler-fidelity phases (#86-#91). Full detail in CHANGELOG [10.2.0].

  • epl/init.py 10.1.2 -> 10.2.0
  • CHANGELOG [Unreleased] cut to dated [10.2.0]
  • README/docs version strings synced

Verified: wheel+sdist built, twine check PASSED, clean-venv install smoke test passed (imports as 10.2.0, runs programs). Kotlin/native tests green; database_app assembleDebug -> APK.
