Removes the deprecated "get-end-of-period-statement-obligations" action from the MTD (Making Tax Digital) codebase as it is no longer supported.
- Removes the
get_eop_obligationsfunction implementation - Removes command dispatcher entry for the action
- Removes usage documentation for the command
