okay apparently the scoop version does not work, using the bin release directly works.. weird..
could scoop shims possibly be causing issues somehow ? should i rename the issue to mention scoop shims instead ?

Found a fix for this (thanks to a friend)
go to ~\scoop\shims and edit the shim of the program (in this case fastfetch) to be like this instead

path = "C:\path\to\ansicon.exe"
args = "<Original path here>"

in my case that would be

path = "C:\Users\mrrrow\Downloads\ansi189-bin\x64\ansicon.exe"
args = "C:\Users\mrrrow\scoop\apps\fastfetch\current\fastfetch.exe"

The shim is a 32-bit process, running a 64-bit one, which I didn't detect properly. Replace your x64\ANSI32.dll with this one. (My code is in a state of flux atm, so a commit will wait, but for those building themselves all it does is replace 0x100000 with 0xFFFF0 at the end of proctype.c.)
