Creates IMPACT.md at repo root as a living, honest record of adoption signals, citations, talks, and engagement roadmap. No fabricated testimonials or organizations — empty tables use "TBD — populated quarterly" placeholders. Seeded with confirmed GitHub stats (11 stars, 8 forks, 2 watchers) as of 2026-06-01.
