Use GitHub Issues as the source of truth for all Gravity work, including internal maintainer tasks and follow-ups.
Acceptance criteria
- Add repository agent instructions that override inherited requirements to use Linear or USE identifiers.
- Keep contributor and optional skill instructions consistent with GitHub issue tracking.
- Link the implementation PR to this issue with What, Why and How tested sections.
- Preserve private vulnerability reporting and keep sensitive information out of public issues.
Related: #4 completed the contributor skill safety audit. Private backlog migration remains a separate scoped task; do not copy private issue content into the public repository automatically.
