commit --from-cutover=currently falls through as though the flag were absent, allowing current-run selection and emitting a reviewed plan for the wrong input. This rejects an explicitly empty cutover artifact path before run resolution while preserving apply mode's existing rejected-flag response.Regression coverage confirms planning mode produces no output for the empty artifact and apply mode still rejects
--from-cutoveras unsupported.
