Replace invalid tox extras usage with dependency groups in the test, lint, and mypy envs. Also guard non-string psycopg pool conninfo before parsing host to satisfy mypy.
Replace snakepacker container jobs with setup-python so tox can resolve each matrix interpreter, including Python 3.14. Switch build matrix to explicit toxenv/python-version pairs and update PG_DSN host to localhost for runner-based service access.
