Bake the image-install marker so feed detects overlay-image feeders - #228

Feed daemons detect an overlay-image feeder via this marker (sets IMAGE_INSTALL=1 and applies the baked-decoder tuning) but the image never wrote it. Baked into /etc, not overlay-delivered, so it survives overlay updates and rollbacks.

New feeder images never wrote the
/etc/airplanes/image-installmarker that the feed daemons check, so an image feeder was misdetected as a plain feed install:IMAGE_INSTALLstayed0and the baked-decoder tuning it gates was silently skipped. Stage 06 now bakes the marker alongsiderelease-channelas a permanent/etcfile — not overlay-delivered payload — so the flag survives overlay updates, rollbacks, and removal. The overlay smoke test asserts it.
