Adds automatic GitHub-to-GitLab mirroring for branches and tags. Adds a GitLab CI job that builds the Docker image on the dedicated LXC runner at 192.168.0.60 and publishes commit, latest, and release-tag images to the GitLab Container Registry. The mirror remains inactive until the GitLab project access token is configured in GitHub Actions secrets.
