feat(proposal-review): auto-review Upwork proposals via Managed Agent

When a task moves to "In Review - TL" on a project with the proposalReview app enabled, a platform.claude.com Managed Agent evaluates the proposal against the linked Upwork job and the task is moved to "Approved" or "Backlog" (with a reason comment) through the standard taskMongo.updateStatus path. Includes the AlianHub AI Bot attribution user, frontend processing spinner, en/gu translations, app icons, and a Comment.vue guard against undefined media URLs.
