Register two Quark skills in .github/federation.json:
Why
Allow the AMD Skills catalog to import Quark installation and LLM quantization skills while keeping amd/Quark as their source of truth.
How
Add amd/Quark as an MIT-licensed source and use as to set the PTQ catalog name. The existing federation workflow tracks main; both complete source folders must be available there before import.
