Integrate upstream v0.2.x (250 commits): security, i18n, approvals, scheduler fixes, and related improvements while keeping local Matrix connector work and openspec ignore rule.
Add session routing, lifecycle reactions, settings API/GUI, fake_matrix test harness, integration tests, and CI libolm install. Fix relay client timeouts for slack relay tests.
