chore: prepare v0.2.0 release

Summary

• Prepare VERSION, package manifests, changelog, release record, and capability documentation for v0.2.0.
• Record the completed GeoTIFF pixel-read scope and release limitations.
• Keep the release workflow ready to create the draft GitHub release after the tag is pushed.

Validation

• python tools/check_release_metadata.py`n- ost ci validate (12 cells)
• ost test (8/8)
• ost plugin test plugins/raster-geotiff --target cy2026 --profile usd --up-to 4 (11 passed, 4 skipped)
• Reproducible v0.2.0 bundle and product package digests

After merge, create and push the �0.2.0 tag to trigger the release workflow.
