The python 3 runtime fails for me with missing compat.py. However, the version in the python 2 branch is actually python 3 compatible, so just copy it over.

The python 3 runtime fails for me with missing compat.py. However, the version in the python 2 branch is actually python 3 compatible, so I just copied it over and it works fine.
