Generate Vulkan Video fields for strict V3

Summary

• preserve PascalCase Vulkan Video field names while moving fixed-array types to generated aliases
• remove the obsolete replacement-map debug accumulator that could abort generation
• add a required pinned strict-V3 frontend job to the compatibility workflow

Validation

• Python generator modules compile cleanly
• stable V 0.5.2 and strict V3 type-check the consumer smoke source
• local generation and type checks pass for Vulkan-Docs v1.3.290, v1.4.319, v1.4.335, and v1.4.362
• stable V GCC smoke executable passes with the regenerated Vulkan Video declarations

Full strict-V3 C compilation remains advisory because V3 currently emits unused platform-specific Vulkan callback typedefs on Linux.
