Keep generated Vulkan bindings V3 compatible

Changes

• Generate LogicOp.or_ and pointer-sized opaque Metal and IOSurface fields for V3.
• Pin workflow actions to exact commits. VulkanCI's release tag is supplied explicitly because that action uses its ref to locate release artifacts.
• Keep the checked-in older registry snapshot; future generation applies these rules.

Verification

• python3 -m py_compile src/vgenerator.py passed.
• A local generation pass emitted the expected enum and handle fields; the checked-in snapshot was restored.
• CI tests historical Vulkan-Docs versions, Windows generator setup, and the pinned V3 frontend.
