fix: complete experimental HEVC input bridge

Outcome

Completes the V3-04C short GPU gate for the constrained RTSP HEVC Main input bridge. The capability remains experimental until physical-camera and long-run evidence exists.

Changes

• restore canonical SDP VPS/SPS/PPS when aimedia infers an HEVC IRAP after Retina skipped parameter insertion
• add explicit, validated SRT probe latency and report the effective value
• keep probe diagnostics outside the JSON object from breaking the PowerShell gate
• mark V3-04 complete and update the roadmap, support matrix, RFCs, evidence report, quick start, and handoff

Evidence

• Linux SDK 13.0 release image built successfully; header fingerprint 613e2cd436d4d7fbc283e5d92184e7d7f8739ec680f1ee372d580eb801df9ef2
• 90-second RTX 5060 Laptop gate passed with RTSP source restart plus 40ms RTT, 20ms jitter, and 1% loss
• decoded 2,379 HEVC frames and encoded 2,549 H.264 frames
• external probe: first video packet keyframe, zero PTS/DTS/PCR regressions, 33.3ms max PCR gap, zero TS continuity errors
• p95 engine latency 107ms; GPU surface high-watermark 3/4; all queues bounded
• runtime image contains no ffmpeg/ffprobe/libav dependency

Scope kept out

• no HEVC output, Main10, HDR, interlace, 4:2:2/4:4:4, UDP RTP, or Enhanced RTMP
• no claim of physical-camera or production support
• apps/ remains untouched and untracked
