[Docs] Improve presentation of Other available packages section in build_system.rst #47157

Describe the enhancement requested
The table presenting the various CMake packages and targets for Arrow C++ is a but unwieldy and a table might not be the best presentation for it anymore.
This was originally mentioned in #47154 (review).
See the latest rendering here:
We might look at an alternative presentation for this information.
