[C++] Patch system detection of bzip2 and snappy in Meson #47539
Description
Describe the bug, including details regarding any error messages, version, and platform.
Due to some inconsistencies with pkg-config and CMake files provided by these libraries, they are not detected on the system by Meson.
@kou has some really nice suggestions on how to patch in #47535 (comment)
We likely need to add in the --cmake-prefix-path setup argument and maybe need to influence the system library search paths to get these to work in CI
