[CI][C++] ARM64 macOS GLib & Ruby job fails on main to build Google Cloud CPP failing to initialize X509_NAME #51634
It looks like google-cloud-cpp build with OpenSSL 4.x
I'll try to fix this.
-- Found OpenSSL: /opt/homebrew/opt/openssl@4/lib/libcrypto.dylib (found suitable version "4.0.2", minimum required is "1.0.2")
-- Providing CMake module for FindOpenSSLAlt as part of Arrow CMake package
-- Found OpenSSL Crypto Library: /opt/homebrew/opt/openssl@4/lib/libcrypto.dylib
-- Building with OpenSSL (Version: 4.0.2) support

The next release (google-cloud-cpp 3.11.0?) may resolve this issue.
However, we are still using google-cloud-cpp 3.2.0, so we can't remove the #51635 fix until we bump the bundled google-cloud-cpp version to 3.11.0 or later.
