Native errors surface as SparkException where Spark raises a specific error class #6798

Found while enabling spark.comet.exec.localTableScan.enabled by default in draft PR #6780 (Spark 4.1 SQL tests and [scans] job). Part of #4347.

to_time without format (SparkDateTimeException expected), to_binary hex (SparkIllegalArgumentException, CONVERSION_INVALID_INPUT), DataFrameFunctionsSuite "map with arrays" and "array_insert functions" (SparkRuntimeException).
