Description

Add a new test surface for verifying ReadRestrictions.

Some early ideas: create actions, apply them against data types, capturing their expected values after the transforms

i think this makes sense.

what i'd add is a set of fuzz tests that combine all possible read restrictions with their expected result - basically enumerate every action x type combo plus the must-fail cases, and keep each one as a pure input->output artifact. and frankly the main consumer here is not the iceberg libraries but the engines that actually execute these rules (spark, trino, flink...), so we should package the fixtures so an engine can just apply them and compare.

@singhpk234 - any ideas what we should add here aswell?
