chore: bump apisix-nginx-module to 1.19.10

Picks up api7/apisix-nginx-module#126, which makes upstream.set_ssl_trusted_store() take effect without a client certificate.

Before that fix the trusted store was applied inside the ctx->upstream_cert != NULL branch of ngx_http_apisix_set_upstream_ssl(), so a caller that turns verification on at runtime and supplies its own CA — the no-mTLS case — ended up with an empty trust store and failed every handshake with (20:unable to get local issuer certificate).

APISIX needs it for upstream.tls.ca_certs (apache/apisix#13863); a runtime release will follow this merge.
