Lists the wellness dimensions an organization marked neither established nor emerging but answered Yes to the survey's <Dim>Gap question. Already stored as state 'wants' in orgservices_json, so no transform change or artifact rebuild is needed. Widens the card's render condition to include wants dimensions. The section is survey-derived, and three consenting orgs have wants dimensions but no interview record, so the card would never have appeared for them. Also normalizes the three section headings. col_barriers_title carried its description inline after a hyphen in English only; splitting it into col_barriers_description puts English back in line with the other 13 files. Adds col_resource_needs_description and a shared section_heading_ui() helper, plus .section-heading/.section-desc styling using logical properties so the accent bar renders correctly under RTL. Translation keys 171 -> 175 across all 14 files.
