Enable subdirectory package manifest discovery so that it can accurately determine which Swift versions it should generate jobs for.

Enable subdirectory package manifest discovery
Motivation:
So that it can accurately determine which Swift versions it should generate jobs for - at the moment it can't find any versions so uses the full support matrix.
Modifications:
Result:
No more Swift 5.10 jobs
