Introduce ChannelMediator.InMemory for in-memory notifications and request queueing with DI support and IMediator extensions. Update README and build pipeline. Add tests for in-memory and AzureBus forced queue/topic scenarios. Centralize forced queue/topic names. Remove obsolete ci-publish.yml from solution.
