Fixes the v2.0.0 npm release path after the release workflow exposed two first-run issues:\n\n- publish local tarballs with an explicit ./ path so npm does not parse them as GitHub specs\n- add a tag-based workflow_dispatch recovery entrypoint\n- explicitly dispatch npm publication from the release workflow, since events created by GITHUB_TOKEN do not start downstream workflows\n\nValidated with actionlint and git diff --check.
