Bump Playwright to 1.61.1

[google-labs-jules]

Updates Playwright version from 1.60.0 to 1.61.1 across the repository, including package.json, .devcontainer/Dockerfile, .github/workflows/update-snapshots.yml, and etl/requirements.txt. Reinstalled dependencies to update pnpm-lock.yaml.

This reimplements the changes from PR 2999 after a recent rebase. Tests ran and passed to verify that the upgrade didn't cause any regressions.
