Downloads GE-Proton and Proton-CachyOS in the background when trying to start a game using one of them instead of shipping them with the image
checks if tool already exists after a failed download/checksum, executes it if so. Avoids issues if we update a tool and the system has been updated but has no connection to perform a tool update.
when testing updates i noticed that GE-Proton-11-4-aarch64 incorrectly identifies itself as GE-Proton-11-3-[commit-sha], this needs to be checked and a temporary version check override needs to be performed if its incorrect.

This is currently blocked by the frame release because we dont want to push Proton CachyOS out of the image until we are sure that Valve wont randomly remove access to the built-in Proton versions |

Currently there's some dead code in there referring to the chimera-splash, this can either be removed or replaced with our own splash
