Summary

Skip Algora bounty-instruction bot boilerplate before treating /claim text as active competition.
Keep human /attempt and /claim comments blocking.
Add a focused unittest regression for the Algora bot comment and a human attempt comment.

Target evidence

Refs GitHub bounty claim status #8. The linked Cal.com Algora bounty instructions say claims are made by including the claim directive in a bounty PR body, not by posting an issue comment. This PR only fixes the autopilot filter so that Algora boilerplate is not reported as the competing actor.
