fix(create-pds): update PDS package to latest version when run#37

The template was using ^0.0.0 which doesn't match the current published version.
Instead of hardcoding a version in the template, create-pds now fetches the latest version from the npm registry when creating a new project. Falls back to a known version if the fetch fails.
