Adds optional NFS CSI driver addon support to cluster-addons.
This introduces openstack.csiNfs values, schema support, and a HelmRelease template for installing the upstream csi-driver-nfs chart. It can be enabled when NFS-backed storage support is required, for example alongside Manila CSI using the NFS provisioner.
