In Retrosheet scoring, pre-play events are scored with balls and strikes intermingled with events such as stolen bases, like this:

Pitches and events are intermingled sequentially in the raw MLB data feed. Each play has a playEvents[] array and you can walk the events sequentially to produce the order exemplified above.
