Polish drawing UX: loosen circle detection, pencil cursor, fix Escape in draw mode

• Sketchy circles are now better defined as circles
• Added pencil cursor to match toolbar icon, think it provides better insight into being in draw-mode and reflects the state
• I kept getting frustrated when I'd drawn the wrong thing then pressed esc to skip adding the annotation, but then knocked me back into annotate mode. Now if dialog is showing in draw mode and you press esc it keeps you in draw mode.
