ci: re-pin the router reusable workflows to v0.7.4 - #45

Moves both reusable-workflow pins to genefoundry-router d3e0296 (v0.7.4). Held during the 2026-07-30 sweep: the release workflow checks out its tooling at the caller's pinned router SHA, and every router revision from 2026-07-18 until v0.7.4 carried a control ledger that failed closed, so re-pinning would have converted this repo from "can release" to "cannot release". Pin-only: no runtime dependency or application change, so no version bump.
